added generate_state_level_voter_registration_data.py, state_lookup_table.csv, state_registration_options.csv, and state_registration_options.md. This version gathers voter registration method availability information for online and same-day voter registration from ballotpedia and writes it out to a comma-separated file (state_registration_options.csv) and a markup file (state_registration_options.md). The file state_lookup_table.csv is used by the data generation script.
