Document dataset columns in data.world

For those datasets generated from the R package (PartyRegistration, PresidentialElectionResults2016, States, CountyCharacteristics) add descriptions for each column, using the R data frame documentation.

(Shad from data.world here) Hello all, commenting primarily so I can see how you guys resolve this.

Also wondering if there are things we could do to handle your annotations better in data.world. We support file and column descriptions through our UI, but not through the API's (yet).
