Edited the FDA_NDC data README a little, and created a new folder /R/analysis-vis/explore_fda_ndc which contains an .Rmd showing a few comparisons between spending_2011 and fda_ndc.

Warning: this PR does not yet comply with the new rules about sourcing data directly from data.world, I can get that fixed in the next few days
