Request: Target fan speed as a performance goal

While I have several options for performance, the goal that I have for my laptop is not addressed anywhere.
When I want the laptop to have long battery life, I do not want to have to spend energy on the fan. When I am working in my lap, I do not want the machine to be hot.
Describe the solution you'd like
What I want is to specify a maximum temp, or maximum fan speed (they seem very related right now). If the computer is under a heavier load? Slow it all the way down. If I'm in this situation, I want the computer to go slower, to avoid heat.
Where is the value to a user, and who might that user be?
When I'm trying to limit fan speed, the noise is a factor. The wasted energy is a factor. I'm ok with the system running slower, or doing less.
Right now there is no way to avoid the fan noise when I want quiet; there is no way to prevent it from getting hot..
