Any reason we don't require the client to support multiple periods?

The current text says:

5.2. Multiple periods Services MAY be offered with multiple periods. Clients SHOULD support playback of multi-period presentations.

Why SHOULD and not SHALL?

I believe this is historical for the reason of this not being supported in some clients. Following the discussion in the IOP, we should make sure that we know exactly what we mean by "multi-period"
