Feature Request: Add Custom checkbox to commit time on the commit dialog

Please, add a custom checkbox (to commit time or not) on the commit dialog, like some other plugins do. For example, SonarLint - adds "Perform SonarLint analysis". Better place this in one place - add something after "Amend commit" / "Sign-off commit" in the "Git" paragraph.

I don't use the IDE's commit dialog and the plugin is not designed to integrate with it, so it probably won't be easy change. PR welcome though.
