Besiged global changes to portal and rytaal

I have:

• [x] checked the commit log to see if my issue has been resolved since my server was last updated

Client Version (type /ver in game) : 30181205_0

Source Branch (master/stable) : master

Additional Information (Steps to reproduce/Expected behavior) : since the merge of https://github.com/DarkstarProject/darkstar/pull/5566 the runic portal doesnt know you have a assault active and will not free port you. also rytaal believes you failed the assault even if you didnt go in and will not let you trade in the assault orders to get a new slip

recognizes assault orders now BUT when using the portal it takes you to wrong area the csids are not in correct order as KI's
