SL mortar op can't call off-map artillery in multiplayer.

Describe the bug

Minor self describing bug.

Steps to reproduce

1. Join multiplayer session;
2. Spawn as mortar op;
3. Create a squad;
4. At least two players join in*;
5. Mark off-map artillery target;
6. Get to radio and try to call it.

*bug doesn't appear in practice mode with invited bots
