Setting per-map artillery properties in DHed does not work for some maps

Reported by WOLFkraut (@dolasewicz reported it as well). Steps:

1. Max out all properties in DH_levelinfo in Kriegstadt or Carpiquet using DHed (which properties exactly + where?)
2. Go into practice mode, load up the map and try to call arty as Soviets
3. You'll find that instead of 15 rounds landing, it's something more like 6-8 and instead of 8 salvos, it's never more than 3.

Added to the backlog of Artillery overhaul, it problably won't make into the update though and should be postponed (@cmbasnett ?)

This can be worked on as a hotfix, post-release of the artillery overhaul.
