realism mutator

it would be cool to have realism mutator implemented back on the servers with addition of a couple new commands and features if possible

1. possibility for each individual to paradrop by himself with command, e.g. mutate dropatgrid d5kp5
2. ability to edit reinforcement drain by command
3. Reinforcements = number of players x 5 i.e 20 players x 5 = 100 reinfs. 1 player can only use up 5 reinf before he is locked out of the game.
4. ability to edit round timer
5. ability to restart the map without reseting scores, swapping teams
