Add SettingsManager to easily tweak game options

Create a SettingsManager (maybe singleton) that handles:

General:

• VSync
• Game Resolution
• Refresh Rate
• FullScreen
• Render scale

Audio:

• Music Volume
• SFX Volume
• Voice Volume
