inscriber block not allowing chisels

Bug Description

The inscriber block will not let me put a chisel in the top slot

Did this behavior use to work in the previous version?

I am not sure

Steps to Reproduce (for bugs)

  1. place the inscriber block
  2. interact with it
  3. attempt to put a chisel in the top slot

Why are you trying to put a chisel in the inscriber? This recipe was changed in version 4.0.6 to use a chisel head pattern as the chisel recipe was unreliable.
