Flint shears do not cut tripwires safely

Bug Description

Tripwires made from string placed on the ground with tripwire hooks at either end can be diffused without triggering the hooks by cutting the string using shears. PrimalCore's Flint shears made in Stage zero do not safely diffuse tripwire traps. I have not tested other types of shears.

Did this behavior use to work in the previous version?

No idea, this is the first version I've played.

Steps to Reproduce (for bugs)

1. Set up a pair of tripwire hooks and string with a redstone mechanism.
2. Break the string with bare hands; the mechanism triggers.
3. Break the string with minecraft:shears; the mechanism does not trigger, having been safely diffused.
4. Break the string with PrimalCore Flint Shears; the mechanism triggers.
