[FEATURE] BetterBlockOutline 1.5.3 for 1.19.2

Is your feature request related to a problem? Please describe. Outlines appear behind signs on the 1.19.2 version of BetterBlockOutline whereas the latest release, 1.5.3 as of writing, is 1.19.3 only and fixes the problem

Describe the solution you'd like 1.19.2 build of 1.5.3

Additional context I understand if the result of me asking is "no", but if that's the case I'd love if you could point me in the direction to figure out how to do it myself. I know some fabric modding but never built a mod for a version lower than the latest, meaning I've never taken an existing mod and migrated it to a lower or higher game version.
