TR2 - Multiple Dragons

With environment mods, it's possible to get multiple dragons in Ice Palace (at least). This doesn't appear to cause the crashes that were originally seen with this scenario, but there should remain controls on dragon counts i.e. perhaps only in no restrictions mode.
