The image is because for some reason you could not get the images from the encoder Check more from your encoder logs
Create a new video then swap them 
If you build a vizio app it may be usefull for a vizio seach but only if you have a vizio app

No you cannot configure the public encoder resolutions Make sure you are using the latest AVideo Make sure your AVideo is HTTPS NOT HTTP
