Enable EM Express

Can the EM Express be enabled?

Not right now...I'm not really familiar with EM Express, think this is more an DBA thing... But from what I have seen it's just a separate port (5500) which must be exposed in Dockerfile + it must be enabled in database creation: https://github.com/Dani3lSun/docker-db-apex-dev/blob/0f69f90e45f5289f1b68e9f6c8346db57b79da81/scripts/install_oracle19ee.sh#L83
