ANSI -> UTF-8

Commits "UTF encoding" and "UTF-8 encoding" are ready (there is nothing more than just encoding 4 files from ANSI to UTF-8, because of compilation error in non-Portuguese environment).

I think you'll have to update the existing files and do another pull request, they were updated while you were doing your changes.
