Turn off linting for .pyi stub files

I would like to be able to turn off the linting on Python files with the extension .pyi. Python typing stubs are not subject to PEP8. typeshed style, which is similar if not identical to the style output by the black formatter makes the linter very angry.

To reproduce, clone the typeshed repo and open any .pyi file.
