Feature Request: Line-level Inline Exclusions

@DamirSvrtan hi! Thanks for gem, we used it as part of our ci linting tools in company. We faces an issue that we want manually disable speedups by comment in some files. You already have an issue for this https://github.com/DamirSvrtan/fasterer/issues/91. So this PR is attempt to implement this behaviour. Could you please take a look & make review?
