Change systemd target to multi-user

The multi-user target on systemd runs a lot of needed services as cron and fix the snap mounting after reboot, which is also a "all snap packages broken" issue.

Also added disabling systemd services to overwrite DNS resolution from WSL (/etc/resolv.conf)

would love to have this merged. Saved my day.. still isnt fixed :( Applied your changes manually to my files and now my system works
