Codex Not Unlocking New Sections

I made an Ember Activator, and the Codex won't unlock the chapter for it.

you only need to right click entries to set them as complete, theres also a config option to toggle codex progression

Alright so both config options for Progression are set to "true", but I still can't open the entry. I've right clicking it, doing the same in creative, and having the Ember Activator in my inventory and then clicking it; nothing works.

set both progression configs to false

or just right click to complete entries you read. the codex is a checklist, not a research/quest system.
