[Question] Enchanting non-tool/armor/weapons with with modded "general" enchantments

Server I'm playing on uses You're In Grave Danger, and it adds a "Soulbound" enchantment that can be applied to any item. Sadly trying to apply it via Spectrum Enchanter on anything that isn't a tool, weapon or armor just doesn't work, the enchanting doesn't start..

Is this intended, or is this a limitation of current code? Actually I'm not sure if enchantments being possible to apply to everything is something that can be done via vanilla(-ish) MC code, or if it's something YIGD added...
