You have to have a vector / shape layer like a rectangle. It will not work on frames, components and text layers. Also, you need to use an image format like jpg, png or gif. It won't work with vector files like svg.

Once you have a rectangle (or any shape for that matter), the images will be able to be applied as fill on the shape.
