Request to add support to pass/generate User Alias's compliant with TIA-102.AABF-D-2

Generate will not happen. Decode for this already exists (encode needs to be done), however, TIA-102.AABF-D-2 implements Harris' method of User Alias and not Motorola's FYI.

Additionally, non-standard MFId data, unless replaced by the system for system signalling, will be passed transparently already.
