Read `qsynrc` from multiple directories

Currently, qsyn always tries to read the qsynrc files from ~/.config/qsynrc. It is good if we allow the user to set a series of paths. In particular, the user can export QSYNRC_PATHS to the environments, and qsyn can tries to find qsynrc in those directories.
