Switching scopes on search page doesn't correctly refresh the facets/scope selector

Describe the bug When you switch scope on demo.dspace.org from no scope to a collection that has no items (for example 1-step Workflow collection) you can see that the sidebar facets dissapear and that the scope selector is correctly updated. But when you switch back to Search all of DSpace the sidebar facets & scopeselector are not correctly reset.

To Reproduce Steps to reproduce the behavior:

1. Go to demo.dspace.org an look for a collection with no items
2. Go to the /search page and click on the scope that has no items
3. Open the scope selector modal again and click on Search all of DSpace

Expected behavior The sidebar facets & scope selector should be reset
