Restricted Community/Collection logo not visible by Administrator
Describe the bug When a Community/Collection logo has restricted access, a DSpace Administrator (or anyone else) isn't able to view it on the Community/Collection page, even though they should have global access to everything.
To Reproduce
- Create a Community/Collection with a logo
- Remove any resource policy on the logo's bitstream (either through database or Bulk Access Management)
Expected behavior An Administrator should still be able to view the logo on the Community/Collection page.
