Too many items in "Edit Collection" lookup for a Collection Admin

When logging in with a user who was rights to admin only 1 particular collection, the "Edit Collection" button opens a lookup dialog which presents way more than one collection (possible all are accessible).

Trying to pick a collection that is not in editable collections list an error gets presented.

Expected: the collections that are not editable by particular user should not be present in lookup.

I'm able to reproduce this on 7.1.1 & it's a bug. That Edit Collection popup should ideally only show Collections you have access to edit.
