Excessive Tuner Auto-Correct From DQPSK Channel Decoders

Users are reporting that the tuner auto-correct as fed by the DMR and/or P25 Phase 1 decoders can cause the tuner to apply excessive PPM values (+/- 95).

Apply constraints to prevent the tuner from adjusting the PPM value more than say +/- 3 PPM from the value used at startup.

So I wasn't tripping, I was having this issue on my VHF SDR but thought it might've been a bug because of the water transmitter nearby causing issues, it was the only one affected. Didn't have it on any of my UHF or 700/800 dongles.
