LIBUSB_ERROR_NO_DEVICE during get device list

Describe the bug Application does not find any SDR's

To Reproduce when i start SDR Trunk (ive tried several builds) i get this error in the console ERROR i.g.d.s.t.m.TunerManager - LibUsb - error [-4/LIBUSB_ERROR_NO_DEVICE] during get device list [25MB/40MB 64%]

Expected behavior im expecting it to find my SDR (or several SDR's that i have attached via USB)

when i attach same SDRs to my other PC it works, this PC also worked fine a few weeks back
