Config file not generating

EchoPet 2.8.0 Somehow it don't generate a config file for me Please Help.

Hello, I use your plugin on my server. I edit the config, but it does all what I want. Can you help me? :/ *** Config: http://pastebin.com/kNJYHS25 *** Canyou see any mistake from my side? (I am from Austria, sorry for English!)
