Version 2.6.0 doesn't allow people to use GUI menu.

Im having trouble allowing players to use the GUI menu. They are able to use the commands for pets but not the GUI menu. I have provided all the relevant permissions but it still didn't help. The only person who can use it is me, no matter what rank i am. And I'm not op.
