Add Nginx as Custom Reverse Proxy Server for Development

Description

Instead of using Next.js rewrites, we should explore using Nginx as a custom reverse proxy server for any requests to both the frontend and the backend. The Nginx proxy server should then proxy the request to the cooresponding service that way. This is only for development. For production, something like AWS ALB or Api Gateway would take the place of Nginx.
