Animated Card Hover Effect

I can apply animated card hover effect to enhances the user experience by providing feedback and making the interface more engaging only by using html and css. Please assign me this issue under Gssoc'23. Here, below you can see the demo video how I will apply the effect on the pictures of the home page.
