Scrolling Effect in the Resources Page

On scrolling through the categories section the complete page is getting scrolled through. Also when the page is being scrolled the categories section is getting scrolled.

So I can fix this issue by getting a separate scrollbar for the categories section and making its position fixed so that it doesn't get scrolled up and down when the rest of the page is being scrolled.

So please kindly assign me this task.
