Using HiyaCFW: In classic menu, PictoChat/DS Download Play buttons boot to white screen

Expected behavior
Pressing PictoChat/DS Download Play should launch that application.Actual behavior
Pressing either button just goes to a white screen.Steps to reproduce
- Install HiyaCFW v1.6.2 and copy to SD.
- Make sure
sd://_nds/dlplay.ndsandsd://_nds/pictochat.ndsdo not exist. - Start TWiLightMenu++ from HiyaCFW SDNAND Launcher.
- Press Select for Classic menu. Press PictoChat/DS Download Play buttons.

- If I move/rename SDNAND's
titlefolder on SD, this launch method works. - However it uses SDNAND's profile username. I assume this is intended behavior, "force SDNAND profile".
- After successful PictoChat launch
sd://_nds/dlplay.ndsandsd://_nds/pictochat.ndsare now present on SD card.

sd://_nds/dlplay.ndsandsd://_nds/pictochat.ndspresent, I can restore thetitlefolder, launch TWiLightMenu++ from HiyaCFW SDNAND Launcher, and the PictoChat and DS Download Play menu buttons work.
Seems like an issue with the SCFG Access, Try disabling it and maybe that might fix your issue (Probably).

How do I toggle this? In Settings there is "SCFG access in Slot-1" which I have set to Off, but this isn't a gamecard anyway. I don't see any other mention of SCFG in TWLMenu Settings or per-game settings.
This is the top of sd:/_nds/nds-bootstrap.ini after I try to use the Classic Menu PictoChat button with SDNAND files present:

which doesn't exist, it has not been copied in yet.
Try updating your console, i've never had this issue before, although that could be the solution (Theoretically because TWiLight Menu ++ is most compatible with newer firmware), or because the files do not exist, therefore the bootloader cannot run them, mainly because the Pictochat or DS Download Play are part of system files and RocketRobz did not implement booting from system files, try dumping the titles as .NDS using GM9i.

The SCFG access setting you're referring to is called SCFG access in Slot-1, which means that setting only applies to running Slot-1 cards such as flashcards. It seems they're not using a flashcard, so that setting does not matter in this case.

- Which DSi system version is used does not matter, as the DSi OS does not run in the background.
- TWiLight Menu++ already dumps Pictochat and Download Play to
sd:/_nds/once the DS Classic Menu is opened, so GodMode9i shouldn't be needed.
