Citizens in dungeons cant give quests

Description

[//]: Clicking on citizen for a quest doesn't trigger the quest giving prompt.

Reproduce

[//]: Create citizen. Create quest given by citizen. put citizen in a dungeon using a sign, load dungeon to play it, click on citizen, nothing happens at all

Expected behavior

[//]: # Citizen should give the quest prompt for players to join their mighty quest.

DungeonsXL can only support Citizens hooks that use Citizens' trait API. If this is about pikamug's Quests plugin, there's a DungeonsXL module that can perhaps help.

I'm using that plugin and it's happening. It's not spawning the same copy of the citizen that's outside the dungeon. If i do /npc tphere i can interact with that citizen but cannot see them.

all that plugin seems to do is add objectives related to finishing dungeons or killing mobs,
