📝 🧑 licenses: Add CC 3.0 IGO variants as acceptable licenses
This commit makes the following changes to content and data licenses:

- CC-BY-NC-SA-3.0-IGO (Creative Commons Attribution Non Commercial Share Alike 3.0 IGO)
- CC-BY-SA-3.0-IGO (Creative Commons Attribution Share Alike 3.0 IGO)

- CC-BY-SA-3.0-IGO (Creative Commons Attribution Share Alike 3.0 IGO)
Why these licenses and not the 4.0 international versions? These licenses are specifically designed for nongovernmental agencies and international aid agencies. These licenses are distinguished by their note that when the Licensor is an intergovernmental organization, disputes will be resolved by mediation and arbitration unless otherwise agreed. For all other purposes, they remain identical to the other licenses we already accept and are not superseded by the 4.0 international versions, since those licenses do not make statements about mediation and arbitration.

Tagging @prajectory on this issue, as it should be part of discussions related to the (DPGAlliance/DPG-Standard](https://github.com/DPGAlliance/DPG-Standard), as it effectively changes (by expansion) the pool of acceptable licenses of open content.
