Add nominee: Malaria Scorecard apps

Malaria Scorecard seems to have been designed and developed to participate in a competition organized by the DHIS2 Annual Conference but beyond that is not an active open source software project. Despite demonstrating alignment with SDG relevance and using an OSI approved license, in my opinion it could end up a stale project existing in the DPG registry. Hence I would like to propose to exclude them on that basis if we confirm from the project owners about the low activity.
