This PR is pending feedback from the Standards Council on how to address open standards digital solutions during the review process.

Following Standard Council discussions, we are no longer accepting open standards submissions at the moment. We are currently working on integrating open standards as part of the DPG Standard indicator 8: Adherence to Standards & Best Practices, but not as a stand-alone DPG category.

For the moment we will be closing this PR.
