Allow to override lazy judging mode for specific teams or categories

This could be relevant for analysts (I suppose a real usecase) and in general for us out of interest (the important usecase).

What do you mean with overriding judging? To override judging verdicts or something else? If the first, I'd bestrongly against that. We should not manually assign/override verdicts.
