Cleanup ACE_HAS_STANDARD_CPP_LIBRARY

All platforms seem to support the standard C++ library (which we expect with C++11), so we should cleanup ACE_HAS_STANDARD_CPP_LIBRARY

At that moment also check ACE_USES_OLD_IOSTREAMS
