Improve guidance publishing workflow

When publishing guidance, users seem to get confused and publish the group or the individual piece of guidance, not both. However both need to be displayed to show on the UI.

Perhaps we should add an alert when publishing a guidance group e.g. 'Do you also want to publish all [X number] pieces of guidance related to this group?'

Or could we introduce an edit function at the table level so people see a 'published' column and can edit multiple entries at once? Currently you have to edit each piece of guidance to tick the publish box separately and there's no indication when you return to the table view which are published or not.

This is not urgent. It's a post MVP usability improvement, arising from a helpdesk ticket.
