Allow API upload

Allow individuals to be able to use an API to upload answers to DMP questions (for those that are scripting and git minded). This would allow individuals to use scripting to fill in a DMP and use git versioning to track changes to their own DMP. The API upload then stores the information in DMPonline in a central location.
