The Plan Download exports fail to to list questions (unless unanswered box ticked). Also only ticking unanswered box fails to display questions.

What version of the DMPRoadmap code are you running? (e.g. v2.2.0) Up to latest v 4.2.0.

Expected behaviour:

Scenarios

1. Expect all exports to display questions if box "question text and section headings" ticked.
2. Expect all exports to display questions if box "unanswered questions" ticked.

Actual behaviour: The questions only appear in export if both boxes "question text and section headings" and "unanswered questions" ticked.
