ROR Org selector box refactor

Refactor the org selector box using a local copy of the ROR DB and create an explicit "other" org box to be used if the org does not have an associated ROR ID. This will help make the search faster and in turn, result in fewer duplicate orgs being created.

I think this is working well, but we should look over it together, so I'm sure I've tested all the relevant fields
