Comments display improvements

Some of these items have been implemented as part of related issue #1873 Verify and revise this issue once those are deployed.

Expected behaviour: All comments for a question display beside that question. A user should be able to read each comment without clicking a 'show' button A user should be able to read multiple comments at the same time Newest comments display at the bottom of the list timestamps are UTC currently; instead use the end-user's timezone

another idea from @benjaminfaure - We thought of adding the line number in the tinymce editor (similar to some editors like Notepad++), the commenter could reference this line number in his comment. (edited) It seems that you have to add an extension to tinymce for this feature though

it'd be nice to have some way to tie the comment into the relevant section of the answer, either this approach or something else?
