Add Chinese commas to banned characters list

Character is ，. Should be disallowed for similar reasons as the fancy quotation marks. :angry:

On second thought, perhaps we should either add a "characters that trigger a warning", or allow blacklists to be configurable by language, because I realized this would cause problems with Chinese translations of problems.
