Incorrect viewing permissions for in-contest public problems

If you are able to see a contest that has a public problem, and someone submits to that public problem in contest, you can't see the submission on /problem/submissions, even though a user that's not logged in can.

For example, right now, on https://dmoj.ca/problem/btoi06p5/submissions/ I can only see 2 submissions (my own) in the last 6 months when logged in (and not spectating a contest or anything), but I can see 3 submissions in the last 6 months when not logged in. Interestingly, I can still view the pertinent submission through the contest page https://dmoj.ca/contest/cmu15095f22c7/submissions/skittles1412/btoi06p5/.
